What this programme is for
Organics are typically half of India's municipal waste by weight and the fraction that causes most of the harm — leachate, odour, methane, and the contamination that makes everything else unrecyclable. They are also the easiest fraction to deal with close to source, if the process is understood.
The programme is practical. Most decentralised composting fails for the same handful of reasons: moisture, aeration, carbon-to-nitrogen ratio, and nobody owning the process. It covers the biology well enough to diagnose those, and the operational discipline to prevent them.

- Fertiliser Control Order specifications for city compost
